Description: Use mailparse's built-in RFC 2047 decoding instead of rfc2047-decoder
 mailparse::MailHeader::get_value() already performs RFC 2047 decoding, so
 the separate rfc2047-decoder dependency is redundant.  Dropping it also
 shortens the dependency chain, avoiding pulls of chumsky/railroad/resvg/usvg
 which currently cannot be built together in the archive.
